HR SPECIALIST – TALENT MANAGEMENT employment with Marine Corps Community Services (MCCS)

Acts as the Talent Management Specialist for the Human Resources Directorate (MRG), Commercial and Support Services Division (MR), Department of Manpower and Reserve Affairs, Headquarters Marine Corps. Assists in the organization’s talent management by performing a wide range of services in the areas of talent management including: classification, recruitment and placement. Performs assignments such as: (1) analyzing jobs, applying classification criteria and recommending classifications; (2) develop job postings and review and assess candidates for positions; (3) provide training on talent management topics, including the staffing process and the use of talent management systems (PeopleSoft).

Provides ongoing technical advice and assistance to management in resolving staffing issues. Applies knowledge of recruitment and placement principles and concepts, as well as knowledge of personnel management to identify, analyze and resolve issues that require the interpretation and adaptation of policies and guides. Applies knowledge of human resource management systems, such as PeopleSoft, business process improvements and other automated personnel systems designed to support and complement the recruitment process. Provides information to management for short and long term analysis of staffing needs and resources. Can assess trends in missions, technology, manpower and fiscal resources and other factors influencing future requirements. Advises management on the different types of appointments and their appropriate application.

Implements recruitment strategies to achieve human resource management objectives. Implements special recruitment programs to attract qualified candidates for positions where applicants are scarce. Coordinates and/or participates in special events such as college recruiting and job fairs to solicit applications for hard-to-fill positions due to labor shortages, unique qualification requirements or other highly technical job requirements. Researches and coordinates special recruitment alternatives to attract highly qualified candidates for professional jobs, including high-level management positions. Develops and distributes job postings and initiates publicity efforts for the organization. Maximizes candidate sourcing using a variety of recruiting resources including: internet/talent sources, social and digital media, partnerships and networking, etc.

Uses PeopleSoft to drive data and resume exploration to network with internal and external candidates. Tracks analytical data regarding all facets of the hiring process, including sourcing efficiency, offer rate, acceptance rate, and other key performance indicators (KPIs) and criteria as needs.

May prepare correspondence, draft policies, briefs, action papers, reports, routing sheets, point papers, slide presentations and supporting documents for presentations and proposals for use by management.

Provides world class customer service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to resolve issues quickly. Alerts the next level supervisor or appropriate point of contact for assistance in the event of a problem. Complies with safety rules and standards. Promptly reports any observed workplace hazard and any injury, occupational illness and/or property damage resulting from a workplace incident to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and preventing sexual harassment.

May travel to perform duties and lead or attend conferences and meetings.

Performs other related duties as assigned, including serving as the Contract Officer Representative (COR) on related contracts.

This is a white collar position where you occasionally lift up to 20 lbs. may be required.

Minimum qualifications

BACHELOR’S DEGREE from an accredited college or university in human resources, communications, marketing, or a related field appropriate to the work of the position AND THREE YEARS of experience in the profession, or in a field or field of work related, OR an appropriate combination of education and experience which demonstrates the possession of knowledge and skills equivalent to those acquired in the above, OR appropriate experience which demonstrates that the candidate has acquired the knowledge, skills and abilities equivalent to those acquired in the above.

  • Knowledge of laws, policies, regulations and procedures related to the management of Unrestricted Fund (NAF) civilian personnel with an emphasis on full life cycle recruitment and reflects an understanding of military organizations, Corps of Marines, as well as their missions and programs.
  • Demonstrated experience with KPI reports using Microsoft Excel.
  • Experience using a human resources management system (HRMS), such as PeopleSoft
  • Strong interpersonal and communication skills (verbal and written).
  • Ability to create and maintain strong partnerships.
  • Demonstrates strategic and innovative thinking.
  • Solid organization, attention to detail and sense of follow-up.
  • Previous recruiting experience in a government, corporate or agency environment is highly valued.
